MINUTES OF THE MEETING OF THE PLANNING AND ECONOMIC DEVELOPMENT COMMITTEE
Held on Thursday 15th March  2012 at 2.00pm at the Town Hall

1203/46 Declarations of Interest:  Cllr Conway  declared a personal  interest in PA12/00920 and PA12/01339, Cllr Young declared a personal interest in Hendra House, Cllr Tremain declared a personal interest in PA12/01345

1203/47 Minutes of the last meeting  
The minutes of the meeting held on 9th February 2012 were signed as a correct record.

1203/48 12-14 Dutson Road
Mr Greenaway and his architect from Trewin Design presented revised proposals for development at this site. There is now provision of a footway in the scheme with the loss of outbuildings , the scheme comprises  11 flats in total and 9 off street parking places. A planning application has been lodged.

1203/49 Proposals on land at Link road
Mr Heynes, planning consultant representing interests of landowners and potential developers outlined the current scheme which is based on the demand from end users. Further consultations have yet to be undertaken with interested stakeholders and it is proposed to attend the next meeting of this committee with further details of the proposals. Some discussion took place around the opportunities for alternative uses , site constraints related to waste water and sewage removal and the risk of flooding on lower levels and potential S106 benefits .

PA12/00161 construction of 2 bed house on land adjacent to 1 Polson View, Race Hill
Application supported.
PA12/00466 continued use of land as a Highway Recycling Depot with import and processing of solid inert materials/ aggregates and other works at Bangors Recycling Depot. South Petherwin. Application supported.
PA12/00787 construction of conservatory at 9 Foundry Gardens, Wooda Lane. Application supported.
PA12/00920 Cllr Conway declared a personal interest.
Alterations and extensions to dwelling to include removal of lean-to at 26 St Stephens Hill. Application supported
PA12/01052 Revised design for PA1/04544, construction of dwelling at 1 St Marys Road. Application supported.
PA12/01121 Installation of ATM pod and 2 x trolley bays at Tesco, Tavistock Road. Application supported.
PA12/01275 LBC for alterations to shop front and ground floor at 35 Westgate Street. Application supported.
PA12/01339 Cllr Conway declared a personal interest
Redevelopment of Unit 5 Newport Industrial Estate and change of use to metal recycling facility. Application supported.
PA12/01345 Cllr Tremain declared a personal interest
Construction of dwelling at 42 St Stephens Hill. Application supported.
PA12/01482 Conversion of redundant barn to residential annexe at Little Woburn Lodge, Little Woburn Close qualified support provided the property remains in one ownership and subject to not overloading services and waste water and sewage issues are addressed.
PA12/01536 Construction of conservatory at 52 Robin Drive. Application supported.
PA12/02060 “Scoping Opinion “Environmental Impact Assessment for proposed mixed use  redevelopment on land west of Pennygillam Industrial Estate. It was agreed the chair and deputy clerk would submit a response by 19th March.

1203/51 Planning Decisions Noted

PA11/05943 LBC for re-slating at 22 St Stephens Hill, approved
PA11/09782 discharge of conditions in respect of pa11/04989 at Badash Farm, approved
PA11/09883 construction of two storey extension at 1 Shilson Terrace, approved.
PA12/02005 non material amendment to pa11/02170 , smaller garage  with lean-to roof , NOT approved.

1203/52 Highway consultation
It was agreed that a request would be made for Fixed Flashing signs for the new speed limit proposals  and a reminder that we were awaiting to hear on the restriction on left turning into Hurdon way.

1203/53 Outstanding works at 48 St Thomas Hill
It was agreed that a chaser would be sent . If the matter is not resolved satisfactorily by the next meeting then a request for enforcement action would be made.

1203/54 Registration of Community Assets-deferred to the next meeting in the absence of Cllr O’Brien.

1203/55 Correspondence
a) Hendra House- Development Brief. CC to be advised we wish to see main buildings retained with old addiitions removed and replaced with better quality. Listing not an option. Support locals in having a community use , some court service provision. Protect roots of trees with proposed TPO.
b) Non material amendments- It was agreed to pursue a review of policy with Cornwall Council

  The next meeting is scheduled to be held on Thursday 12th April 2012 at 7.00pm in Otho Peter room 1 at the Town Hall.
