Launceston Town Council provides a range of services, manages several properties and sites of historical interest and provides a number of social and recreational facilities for Launceston.

The Town Council acts as a lobbying force with regional and national government, appoints councillors to sit on outside organisations and works to promote and support Launceston.

Launceston Town Council has 16 councillors elected for a term of four years. The next Town Council elections are in May 2025.

Budget 2024/25

For the forthcoming financial year the Council have estimated that to operate the services we provide, along with adequate staffing requirements, will require an estimated expenditure of £2,440,394. To achieve this, we will generate £240,970 from our own assets (hall hire, car parks etc) and £1,150,000 from grants. The remainder will be raised by us charging a precept (Council tax). This year that amounts to a charge of £1,049,424.

The cost of Council Tax is always shown as an average, which by default is a Band D property. To calculate this Band D cost, we divide the amount of precept we need, in this case £1,049,424, by the tax base we are provided by Cornwall Council. That figure for 2024/25 is 3,235.30. Therefore a Band D property in Launceston will be charged £324.37. This is an increase of 18.34%. The breakdown of the cost of each Tax Band for the town is shown below:

Within the annual budget are a number of items that cannot be overcome, namely rates, utilities, insurances and staffing costs. In addition the range of assets and services which Launceston Town Council is responsible for is considerable.  As well as the Town Hall and Guildhall, we also own the Ambulance Hall venue and operate a cemetery, maintain a closed cemetery, run a multi-storey car park, maintain four sets of public toilets, the historic Southgate Arch, Lawrence House Museum, Newport Roundhouse, Priory Ruins and Rest Garden, the Visitor Information Centre, Library, Windmill Wood, three play areas, three allotment sites, a coach park, and band room. The Council also manages the Town Square and Parade Ground. 

We also actively support many of the events and festivals which take place in the town, provide the Christmas Lights for the town and provide grants to local organisations.  The Town Council also has  responsibility for some public seats, lights and bus shelters as well extensive grass cutting and horticultural work across the town.

Within the Town Hall we provide a wide and varied range of arts and cultural events, aiming to provide something for all age groups. Our venues are used by community groups, schools, charitable organisations and businesses and ensure that Launceston is identified as a town with provision for many.

Skatepark Project

Our assigned contractors for the skatepark project, BetongPark, are working on new designs for the skate park, incorporating all of the inpout gathered from the recent consultation.

Planning permissions for the proposals are being sought and work will start on the scheme later in the year

THE MAYOR’S CIVIC AWARD

Launceston Town Band Director Ann Brown is the first recipient of the Mayor’s Civic Award. Ann has been a member of the Band for 50 years at the end of February 2024 and has shown passion and dedication representing the Town and encourages so many young and not so young people to play an instrument. A great leader who is planning to ensure or Bands future is guaranteed. Well deserved, the award was presented by The High Sheriff of Cornwall Toby Ashworth at the Mayor’s Civic Service on Sunday 4th February.

Launceston Town Hall is the largest and most exciting venue in North Cornwall for live music, theatre, comedy, cinema, markets and shows.

The Hall is an award winning building with state of the art lighting and sound systems, it is fully licensed, adjacent to a 128 space multi-storey car park (which is free after 6pm), and even boasts under floor heating to ensure the 450 capacity Main Hall is nice and toasty on the darkest winter nights!
